The people of Yugoslavia may one day rise to the streets again just like they did in hundreds of thousands during the winter of 1996-97. But they will attempt to overthrow the detested Milosevic only when they are assured free elections, elections that will provide them with leaders who will protect their interests and show a real effort to establish democratic institutions in the country. Until then, they will continue to live in fear from both their own mafia-infested regime and the international community.
