Rubin to Direct Economic Council; Reich to Run Labor

Rubin in the past has emphasized the need forlong-range planning over short-term economicstimuli to jumpstart the U.S. economy.

"I reached the conclusion some years ago that,at least in my opinion, this country was at aneconomic crossroads," Rubin said in his acceptanceremarks yesterday. "If it didn't deal with itsfundamental problems, it was going to have anunhealthy economic future for as long as the eyecould see."

Rubin will coordinate economic planning for theClinton administration on the new council, whichwas created to elevate the economy to a level onpar with national security.

In other appointments, the Associated Pressreported that University of Wisconsin ChancellorDonna Shalala will likely be named Secretary ofHealth and Human Services, while Carol Browner, anenvironmental administrator from Florida, willlikely head the Environmental Protection Agency.

Former Vermont Gov. Madeleine Kunin, adistinguished visitor in public policy atRadcliffe's Bunting Institute last year, had beenconsidered the leading candidate for theEnvironmental Protection Agency job.

Former San Antonio mayor Henry Cisneros, amember of Clinton's transition board and 1973Kennedy School graduate, is said to be a contenderfor Housing and Urban Development Secretary.

And Gen. Colin Powell, currently chair of theJoint Chiefs of Staff, was mentioned as apotential Secretary of State.

The speculation for Attorney General was saidto be focusing on four women: Washington attorneyBrooksley Born, federal appeals judge PatriciaWald, New York appeals judge Judith Kaye andfederal appeals judge Amalya Kearse.
