Council Votes Plan For Alcohol, Parties

The council allocated funds for this year because the Freshman Dean's Office didn't budget for the prefects. But council members said they expected the FDO to provide money next year.

The council also approved the appointment of Brain R. Melendez '86 as Executive Secretary to the council. Melendez, who served as council chairman last year and was executive secretary two years ago, was appointed after a brief debate over whether he had a conflict of interest between his position as executive secretary and as a council member.

"I don't think I would have hired him if I thought he would hang over my shoulder and hinder my job," said Council Chairman Brain C. Offut '87.

The council also changed its bylaws last night to allow the Student Services Committee, rather an alternate committee appointed last year, to elect the student representatives to the Faculty Standing Committees.

The council elects student representatives to the Faculty Standing Committees on the University Library, Advising and Counseling, Advisory Committee on Shareholder Responsibility and Athletics.

Last year four out of seven students elected to the committees were members of the council, prompting concern that the council was biased towards electing its own members. Thus the alternate committee was established last fall to elect the student representatives.

But at last night's meeting Melendez said that the alternate committee was unwieldy and didn't solve the problem.
