The University chapter of the World Federalists will open a weekend program for about 150 New England high school students in Phillips Brooks House today. The "World Government Institute" is intended to promote thought about world federation, and will include speakers not wholly in accord with the movement.

Rupert Emerson '21, chairman of the department of Government, will address the visiting students tomorrow at 9 a.m. In a forum entitled: "The Federalist Idea: an alternative to power politics." On the program with Emerson will be Lawrence Fuchs, secretary of the United World Federalist Council. Alan Green, advertising executive and a prominent Federalist, will speak at 7:30 p.m. today on the world situation.

Cord Meyer, former president of U.W.F., will address the group at 2 p.m. tomorrow on the subject "Immediate Steps: what concrete international action can bring world government closer?"

The Reverend Raymond B. Bragg, director of the Unitarian Service Committee, and Edward Burns, Massachusetts U.W.F. legislative director, will deliver the closing speeches Sunday. All will be held in P.B.H. and are open to the public.
