Glenn Proposes Rewarding Service With School Aid

Democratic Presidential candidate Sen. John H. Glenn (D-Ohio) outlined a new policy proposal yesterday, saying that he would "tie some educational advantages to different types of public service."

In an interview before yesterday's candidates' debate at the Kennedy by School of Government, Glenn said he would offer educational fending to students who serve in the military, of in such civilian projects as conservation.

Glenn said that he will announce a more detailed proposal in about a week. "We're working on it; I don't have it quite ready yet," he added.

But Glenn, who was publicly opposed the institution of a military draft, did not rule out instituting mandatory army service if the racial and social composition of the armed forces remains remains largely minority and poor.
