Red tape

In the great bursar's card fiasco, the Office of Fiscal/Services issued picture-less cards, and then discovered the magnetic tape that was supposed to be a fool-proof identification wouldn't go through the machines the library system used to check out books.

In the chaos surrounding that discovery, the University managed to give more than 250 non-resident students cards admitting them to University dining halls--and then had to figure out who they were and how to charge them for meals they hadn't eaten.
