Baseball Commissioner Bowie Kuhn yesterday ordered major league training camps to "get under way without further delay."
However, the Major League Baseball Players Association is expected to follow the stance taken by Marvin Miller, executive director of the players association, and turn down the owners' "final" proposal.
The 24 elected representatives of the major league outfits also asked yesterday that the Federal Mediation and Conciliation Service enter into the deadlocked negotiations.
