The University Police will not recommend that bars be placed on first-floor windows of Pennypacker Hall, a University Police Agent said yesterday.

Police Agent Lawrence J. Fennelly announced the decision while meeting with a group of first-floor Pennypacker residents. The residents had earlier petitioned the University for window bars.

Fennelly based his decision on considerations of student safety in case of fire, pointing out that a barred window could not be used as an escape route during an emergency.

Fennelly told the residents he inspected all first-floor Pennypacker rooms and windows for security problems and found some in need of repair. Defective panes of glass, sash locks and window frames will be replaced, and other security changes will be made, Fennelly said yesterday.
