In his otherwise accurate, if somewhat overplayed (Who cares what I think?) accounting of my views on the Nixon administration ("Former White House Assistant Says Nixon Should Step Down," March 13), Randy K. Mays gives two false impressions. While I do not believe the president has done all that he could to diffuse government power, I also do not believe that I said "the president hasn't restored any integrity or authority to local and private institutions..." On the contrary, I applaud Mr. Nixon's revenue-sharing and government decentralization programs, and only wish that he would do more along these lines. Secondly, former Attorney General Richardson believes that resignation, not impeachment, would set a bad precedent; Mr. Richardson has declined to take a final position on the impeachment question.
