President-elect Nixon announced yesterday the appointment of DANIEL P. MOYNIHAN, director of the Harvard-M.I.T. Joint Center for Urban Affairs, as his assistant for urban affairs.
Nixon said he is creating a council on urban affairs to be patterned after the National Security Council, and have the same status as that group.
Moynihan will take a two-year leave from the Joint Center to work for the government.
