Encroachment Charge Rejected by Phillips

Howard J. Phillips '62, president of the student Council, denied yesterday that a solution passed last Monday by the council was "an ecort to encroach on the freedom of undergraduate organizations." The motion requires all amendments to institutions of undergraduate organization be submitted to the Council for approval.

According to Phillips, the resolution has introduced "primarily to clarify the existing situation" and has the approval the Administration.

In addition to giving the Council power review over constitutional amendments. A resolution makes provision for Council investigation to alleged abuses and solations of organization constitutions.

Three courses of action are outlined: the organization can be asked to reconsider the matter: the Council can vote to ensure the organizations or specific individuals and recommended discipline: or the Council can withdraw its approval of the organization and recommend to the faculty that the group be suspended.
