Councilor Al Vellucci aimed another blow at Harvard yesterday by proposing that the police be instructed to enforce the little-known ordinance which requires licensing of all bicycles (at 25 cents each). The fine for each unlicensed bike is one dollar.
Vellucci, whose motion was passed by a voice vote, said that there are now about 20 unregistered bicycles at the police station which "look like they might belong to Harvard students."
