The Dartmouth Undergraduate Council has issued its yearly announcement that everyone coming to this weekend's Winter Carnival will need a guest card from a Dartmouth student to enter any dormitory or fraternity house. The rule is aimed at restricting the number of guests to the limited housing facilities, it said.
