Dean Erwin N. Griswold of the Law School said yesterday that the proposed Bricker amendment to the Constitution is "unnecessary and would do far mere harm than good."
The amendment, which would limit the President's treaty making powers, "would days and then some," said Dean Griswold. "The treaty power made us a nation," he declared. "Without it we would revert to the federation of states we were from 1780 to 1789."
Dean Griswold testified against the Bricker proposal at a hearing held by the legislative committee of the Massachusetts' Legislature Wednesday. He told the group that the adoption of the amendment would mean foreign countries would have to make separate treaties with each of the 48 states.
