WHRB and other stations of the Ivy Network are in the process of negotiating to become an affiliate of the National Broadcasting Company, it was learned last night.

Officials of WHRB refused to either confirm or deny the report.

In New Haven, Jay Janis, General Manager of the Ivy Network, would not officially confirm the information either, but "would not deny" that negotiations were underway with NBC for a possible affiliation. "If you want to scoop all the national and college newspapers on a big story, send someone to Dartmouth on the 25th," he added.

Any decision on the subject will be reached at the annual meeting of the Ivy Network, which is scheduled to be held at Dartmouth on the 25th. WHRB will send a group of representatives to the meeting, as will the other five members of the Ivy Network: Yale, Princeton, Dartmouth, Cornell and Pennsylvania.

If the plan is approved by both NBC and the Ivy Network, it will probably be the first such arrangement made by a national radio system with college stations.

Officials at the Washington office of the Federal Communications Commission said that no new license would have to be filed with them, although they will require a copy of any contract that is made.

Avner Rakov, Radio Program Director at WBZ, the Boston member of the NBC system, said that his station had not yet received notice of any definite plans for a local affiliate.
