Judge Says Courts Need Aid for Youth

Judge Irving Ben Cooper blamed negligent communities for turning youths into hardened criminals, at the Law School Forum last night.

The chief justice of the New York City Court of Special Sessions emphasized the "innate moral potential" of most juvenile offenders, but lamented the lack of facilities necessary for their rehabilitation.

"The community has got to act to supply us with the weapons with which we can recognize an offender with a moral potential," the judge said.
