A four-man undergraduate investigating committee will submit a divided report tonight on the Corporation's decision to build a new Varsity Club with part of the bequest of Allston Burr '89.

Two of the committee members, Herbert P. Gleason '50 and James F. Horning '50 will present a case opposing the project, and John T. Coan '50 and Henry M. Silveira '51 intend to back construction of a new Varsity Club.

Gleason, who knew Burr personally, last week told the Council that a new Varsity Club would be an injudicious expenditure; Coan is a member of the Club's executive committee.

It is the intention of the Council to weigh the two arguments and then issue a statement to the Corporation on the disposition of the Burr request.

During the course of its deliberations, the committee conferred informally with University officials and with Alexander H. Bright '19, president of the Varsity Club.

The Council's original instructions to the committee ordered it to make "constructive suggestions" to the Corporation as to how the Burr funds could best be spent, whether it be on a hockey rink, endowment for the present Varsity Club, or even a bigger new Varsity Club than the one now planned.

Elections on Agenda

Elections of officers for next year's Council is also on the agenda for tonight's meeting. Customarily the Council likes to place in the presidency an old member who will be a senior during his term of office.

This spring only one member of the Class of 1951 won re-election, Silveira.

His name and the names of William R. Polk '51 and Chase N. Peterson '52 have been mentioned by fellow Council members as possible candidates for the post.

If there is time, the Council will debate constitutional revision tonight.

This debate, probably, will not get beyond consideration of changes in the Council's membership structure which would add six appointed members and would change the time of the term of regular members.
