'Lenient' Abolitionist Leads New Bloc to Reform Council

Expelled ten days ago from the Temporary Committee of the Last Minute Mon for "leuiency," William E. W. Gowen '51 is spearheading a new movement to reform the Student Council.

The new group, which is more moderate in its demands than the Interim Committee formed when the Last Minute Men disbanded, will try to force a College-wide referendum on Council reform.

Gowen stated last night that he was not an abolitionist, and disclaimed all connection with the Interim Committee. What he aims at, the group spokesman said, is reform, with abolition as a last resori.

New Petition

A petition bearing 20 names will be presented to Associate Dean Watson by the new group, requesting the right to post petitions in the House dining rooms to obtain the 200 signatures needed to force a referendum.

Under the Student Council's constitution, the entire student body must vote in referendum every four years on amendments. 1950 is an amendment year, and this is one thing the new group is basing its hopes on; if reform is manifest in the proposed amendments, no abolition movement will start.
