The United States must quickly drop its present foreign policy which tends only to fight Communism, and instead embark on one based on a constructive understanding of Russia, Vera Micheles Dean, visiting lecturer on Regional Studies, urged last night.

"We must not think that Russia is always to blame for world problems," Mrs. Dean told an overflow crowd in Kirkland House Common Room. "Even if Communism did not exist, the world today would still be seething with unrest, following the destruction caused by World War II."

"Stick to it"

Once America has established this policy, she must stick to it, Mrs. Dean continued. "Our present vacillating action has greatly disturbed many of our friends in Europe, and given great aid to Russia."

The United States now has a powerful battery of weapons with which to effect such a program in Europe, Mrs. Dean pointed out. Passage of the ERP bill in Congress and America's apparent willingness to support a Western European bloc can be of great help to a constructive foreign policy, she stated.

In regard to Sunday's elections in Italy, Mrs. Dean declared that the victory for the De Gasperi forces was only a reprieve from Communist control. "This gives us the chance to show this strong constructive program in action."
