LAKE SUCCESS, N. Y., April 9--The United Nations Security Council decided today, with Russia and Poland abstaining, that the British-Albanian minefield dispute should be judged by the International Court of Justice.
It was the first case directed to the court by the Council since the contemporary Hague Tribunal was organized under the U. N. Charter.
Albania opposed the British proposal in a short statement to the Council but some delegates held that since Albania agreed to accept the Council's decision the Soviet satellite was obligated to go to court.
