"Don't take rumors of a separate peace with Western Germany too seriously" was the introduction to the last lecture on German occupation problems by Carl J. Friedrich, professor of Government last night. His talk before a large audience at the Littaner Auditorium dealt with decentralization and democratization.

Professor Friedrich spoke hopefully of the stability and progressivism inherent in many elements of the major political parties, the Social Democrats and the Christian Democrats. He formed last year's "Operation Constitution" quite successful and emphasized that the U.S. has nowhere blocked clearly popular demand for socialization.

The AMG adviser seriously questioned the desirability of decentralization and explained that this part of our policy failed largely because the bi-zonal military administration as well as German party organizations tend strongly towards the opposite. Concluding, he stated that deindustrialization was becoming "reindustrialization," but that German war potential had been reduced to zero.
