General Marshall's proposed 'Little Assembly' "might, ultimately have a tendency to force the U.S.S.R. out of the United Nations" by regularly "forcing the Soviet Union's hand," Report Emerson '21, professor of Government, told the second monthly study session of the U.N. Council last night.
Asserting that it is too early to give up hope of cooperation with Russia, Professor Emerson deprecated the "short-circuiting" of the Security Council. He called the projected permanent veto-less body a violation of the spirit of the Charter.
An interim committee that would lay the ground work of future General Assembly would be desirable, Professor Emerson remarked, but this "Little Assembly" would deal with security matters instead.
In this form, the group would do nothing but bring pressure of world opinion to bear on the Soviet Union, and this would only antagonize that country, he said.
