WASHINGTON--The Senate tonight passed a highly emasculated version of President Truman's emergency housing bill and, like the House, beat down Administration efforts to put price ceilings on existing homes and building lots.

The roll call vote was 63 to 14.

Mr. Truman gained a partial victory, however, when the Senate approved a provision granting housing expediter Wilson W. Wyatt $600,000,000 for subsidies to producers of scarce building materials.
