U.N. Makes Move to Establish Headquarters Back in Europe as Franco Spain Vote Approaches

U.N. May Take League Site

LAKE SUCCESS, New York, November 4--United Nations sources said tonight that Soviet Russia, which once vigorously opposed Geneva and anything connected with the old League and Natless as a home for the U.N., was ready to ask that the Assembly consider the Swiss city among possible headquarters sites.

These sources added that the Russian position crystallized when it became known last weekend that the United States delegation finally abandoning its neutrality on the home issue, had asked the Assembly to put the home-site offers of New York City and San Francisco up for debate by the delegates of 51 nations.

The battle is expected to be resumed tomorrow at 3 o'clock when the powerful steering committee of the Assembly meets here to take up the site question the Spanish case and other problems.
