Combined Group Begins Work on Council's Reform

Getting a slow start on the arduous task before it, the Council Constitution Committee devoted its first meeting yesterday afternoon to procedural questions. With Edric A. Weld in the chairman's post, the group discussed the methods it would use in its efforts to draw up a new constitution within five or six weeks.

First two items on the agenda were the picking of a secretary and the decision on the Crimson Network application for representation on the body. The committee dissolved both questions by admitting L. Magruder Passano '46 of the Network as a voting member and then unanimously acclaiming him as secretary.

Possible Procedures

After a continued exchange of sentiments on possible procedures to be followed, the members came to an informal understanding, although emphasizing that techniques may change along with conditions. According to the accepted plan, the work will begin with a thorough reading and summary of both the old and newly-proposed constitutions.

Next step on the agenda will be discussion and decision on the Committee's own version of the constitution. Any disputed areas will be dropped from the group's deliberations and scheduled for swift all-student opinion drives, probably in the shape of House forums. In conclusion the Committee scheduled meeting for Monday and Wednesday of next week.
