Salary Bill Nears Showdown

WASHINGTON -- The House Rules Committee cleared the way today for a showdown floor light between the Administration and independent-minded Congressmen over the controversial proposal to repeal President Roosevelt's $25,000 net salary limit.

It decided that when action is taken on the bill to raise the national debt limit from $125,000,000,000 to $210,000,000,000 the House also must consider the repealer attached as an amendment.

Administration leaders had sought to detach the rider and obtain separate votes on it and the main measure. Their failure presages a floor clash between them and backers of Rep. Wesley E. Disney, D., Okia., sponsor of the amendment, who calls it the first wedge in a drive against "government by directive.
