Mediation Board Fails

WASHINGTON--Efforts by the Defense Mediation Board to end the 27-day-old soft coal tie up which is menacing preparedness production collapsed tonight and vice-Chairman William H. Davis said no further action by the agency was scheduled.

The failure--the first for the board--came after three days of continuous conferences.

The Southern operators offered a final proposal for settlement of the stoppage shortly before the negotiations collapsed. It proposed a wage increase of $1 a day to $6.60. The agreement reached between the Northern operators and the miners calls for $7 a day.
