LONDON--Britain prepared tonight to rush two special missions to the 'United States to negotiate for urgently needed ships and food supplies under the Lead-Lease Bill which Prime Minister Winston Churchill today applauded as "insuring the defeat of Nazism."

Churchill told a wildly-cheering House of Commons that the United States has "written a new Magna Charta" of liberty and human rights and will now throw its "overwhelming industrial and financial strength" into the struggle against Hitlerism.
