Investigate Hawaii Bombing

WASHINGTON--President Roosevelt said today that neither he nor anyone else, including Congress, knows who is responsible for the initial success of the Japanese assault against Hawaii Sunday.

He made the statement at a press conference a few hours after the House Naval Affairs Committee arranged to start an inquiry to determine whether "somebody was asleep" when Japanese air raiders struck murderous blows on Pearl Harbor.

Secretary of the Navy Frank Knox and Admiral Harold R. Stark, Chief of Naval Operations, were asked to testify at a secret session tomorrow but Knox is away and Stark said he would have to delay his testimony for a day or so.

Meanwhile, Congress reverberated with demands that the people be told the truth about the situation in the Pacific.
