WASHINGTON--The Navy was prepared tonight to start putting guns and gun crews aboard U. S. merchant ships as soon as President Roosevelt signs the Neutrality Revision resolution on Monday.
The Maritime Commission similarly was ready to send American supply vessels to British ports via the submarine-infested North Atlantic.
