Neutrality Act May Be Evaded, Says Pepper

WASHINGTON -- Congressional "appeasers" and "obstructionists" were challenged today by Sen. Claude Pepper, D., Fla., who frequently has anticipated major policy moves by President Roosevelt, to seek a vote of confidence in the two houses.

At the same time, he urged the President not to engage Congress in a battle over repeal of the Neutrality Act and suggested strategy by which it could be avoided.

He said that it is necessary only for Roosevelt to revoke proclamations which fix combat areas into which American merchantment may not enter. If Congress disagrees, he pointed out, it can reinstate the combat areas by adoption of a concurrent resolution.
