FDR to Hasten Defense

WASHINGTON--President Roosevelt returns to the capital tomorrow to pump new life into the rearmament drive, admitted by defense chieftains to be lagging behind expectations.

Many observers believed that drastic action to step up production of defense materials was imminent. There was some discussion that it might take the form of a Presidential proclamation extending the present "limited" emergency. Some observers felt Roosevelt would keep this drastic move as an ace in the hole and limit his immediate action to a fireside chat emphasizing the need for prompt preparedness.
