WASHINGTON--President Roosevelt today took personal command in the fight in Congress over his neutrality program as Senate isolationists claimed new recruits and said there would be no compromise in their battle against it.
He won the initial skirmishes today. Senate Democratic leaders met and agreed to confine the session to problems created by the crisis abroad. This plan, it was said, does not preclude introduction of special legislation if needed to cope with developments.
