WASHINGTON--After only 16 minutes of debate and without a dissenting vote, the Senate today passed and sent to conference with the House a national defense bill authorising expenditure of $66,800,000 for establishment of 16 strat- egically-located naval air bases.
President Roosevelt and high navy officials advocated the measure as a vital link in the network of defenses which the government is forging to protect the United States and its possessions against attack from the sea or skies
