WASHINGTON--Secretary of State Cordell Hull tonight inferentially rejected proposals that President Roosevelt call an international disarmament conference and declared it is a "sacred duty" to strengthen defense forces when the specter of a major war "haunts the world."
His strong endorsement of Mr. Roosevelt's defense program was considered by many observers to leave little doubt that he is opposed to any proposition in which the United States would take the initiative in seeking to curb the present arms race by negotiation among the politically and economically opposed nations of the world.
