MOSCOW--The Soviet Government tonight officially repudiated as "not in accordance with Soviet policy" an article in the Communist International, official organ of the Comintern, advising Rumania to agree immediately to a mutual aid pact with the Soviet Union.

The statement of repudiation, issued by the Foreign Office press bureau, said that neither the assertions of the mouth place of world Communism nor the interpretations placed upon them abroad represent the Soviet Government's views.

By issuing the statement, the Government in effect denied that it is trying to force Rumania to capitulate to demands such as the Kremlin served on the small Baltic states and which preceded the Red Army's invasion of Finland.

A few hours before the statement was issued it was announced that Russia has created a special military district along the frontier with Rumania
