WASHINGTON--President Roosevelt, in a militant restatement of the terms of the Monroe Doctrine, today bluntly warned aggressor nations that the United States is determined to maintain peace in North and South America and will not tolerate attacks on the principles of "democratic liberty" linking the two continents.
In one of his most significant addresses on continental foreign policy, delivered before the governing board of the Pan American Union and broadcast throughout the world, the President said the people of the western hemisphere will not permit peace to be endangered by controversies within the American family or by outside aggression.
