WASHINGTON--The Republican National Committee, riding the tide of sweeping triumphs in the Nov. 8 elections, held its annual meeting today with many of its leaders convinced that the party's fate in 1940 will be written in the coming session of Congress.
Sharp warnings that Republicans in Congress must not adopt obstructionist tactics in dealing with social reforms and that the G.O.P. gains at the polls should be interpreted more as a protest vote against extreme New Deal proposals than a swing toward Republicanism, punctuated the outward air of harmony that prevailed.
