AUTONOMY ASSURED

Rome, Jan. 3--Complete agreement guaranteeing Austrian independence was arranged at the Foreign Office at 8 p.m. tonight by France, Italy, and Austria.

Austria was expected to make reservations to the agreement on the grounds that her independence already is presupposed by the Treaty of St. Germain, at the close of the World War, whereby Austria is recognized as a sovereign, independent state.

Her reservations, however, will be a mere formality, after which Vienna will make no further representations against the accord.

Italy and France plan to extend the four-power pact, also, to include members of the Little Entenie and Russia, during conversations opening on Saturday.
