Philadelphia, March 18--Gen. Hugh S. Johnson, administrator of the NRA, was booed today every time his name was mentioned at a meeting of 800 union automobile workers and strikers at the Kensington Labor Lyceum.
The meeting was called in protest against an election, scheduled for Tuesday, in which employees of the E. G. Budd auto body plant will vote on whether they want a closed shop or a company union.
The workers protested that Johnson has sanctioned a plan under which strikers will be barred from having a voice in the forthcoming election. They voted not to participate in the election until men on strike are reinstated in their jobs.
