Aided in his selection by W. G. Morse, purchasing agent of Harvard University, Mayer Richard M. Russell '14 last night submitted to the City Council the appointment of Frank A. Hea of Cambridge as the city's first purchasing agent last night.
This appointment launches the project of the creation of a centralized purchasing department for municipal supplies and equipment. By this action, Cambridge becomes the sixth city in Massachusetts to adopt this system, which is expected to save about 15 per cent of the total cost of city's purchases.
Hea's appointment, Mayor Russell said, marks one of the major steps in the setting up of the Cambridge Reorganization Plan which has been before the City Council for the past year.
Mr. Hea has been a resident of Cambridge for the past 27 years, and in the course of that time, has been purchasing agent for three major concerns.
