Looms in Europe

War clouds gathering over Europe threatened again Monday to start a naval building race.

The British government openly revealed its intention in Parliament of proceeding with a program which is designed to bring the empire up to full treaty strength by the end of 1936.

The French also have been drawn into the race, and plan to start construction on new warships, including a "supercruiser" of 23,000 tons, capable of 40 knots, and carrying 13-inch guns firing 30 miles.

Paris reported the British were planning to call an air-power conference, learning general arms limitation to be a failure.

At Rome, a parley among statesmen from Italy, Austria and Hungary prepared to get under way with a three-power treaty in sight, allying Italy against Nazi Germany in Central Europe.
