Moscow, Oct. 8--While admiring the courage and initiative of President Franklin D. Roosevelt of the United States, Josef Stalin does not believe the Rooseveltian 'New Deal" methods can result in planned economy or permanent relief of unemployment.

A successful planned economy and the abolition of unemployment can be realized only by the overthrow of capitalism Stalin believes.

Furthermore, Stalin, the world's foremost revolutionist, is convinced that if President Roosevelt should "actually try to satisfy the interests of the working class" he could not be re-elected to his post as chief executive of the American Republic.

Senator Borah, former chairman of the Senate Foreign Relations Committee and for years and advocate for the recognition of Soviet Russia by the United States, believes the political philosophy of Stalin, as expressed in an interview with H. G. Wells, is a menace to personal liberty--"A thing which we will not give up in this country."
