Oct. 3--Norman II. Davis, American ambassador-at-large, and Admiral William H. Standley, chief of naval operations will sail for London on October 10 to engage in naval conversations with Great Britain and Japan, preliminary to next year's world naval conference, the White House announced tonight.
It was expected that Standley will serve as technician in the conferences and be the export on naval matters.
Davis said the preliminary negotiations probably will start a day or two after he and Standley arrive in London.
