RETIREMENT ACT RETIRED

Oct. 24--Chief Justice Alfred A. Wheat of District of Columbia Supreme Court ruled today that the Railroad Retirement Act was unconstitutional.

The decision affects 1,000,000 employees.

Wheat granted an injunction to 134 railroads, restraining the government from enforcing the law. The act was passed in the closing days of the last session of Congress, and was regarded as the first step in the administration's social legislation.
