"In short," he concluded, "the prison problem must be separated from politics; laws like the Baumes law, which, incidentally, have been tried in western states and given up as failures, and which were directly responsible for recent prison breaks, must be repealed; most important of all, the emphasis must be placed on crime prevention, not cure."
