With the new Austro-German tariff pact so much to the forefront in the news of the world the Vagabond feels that he would do well to polish up a bit on the historical background of the present controversy. He can see in the unseemly haste which France has displayed in protesting the new agreement a recurrence of that dread of German power which she felt so acutely prior to 1914. Perhaps that dread was not unbased. The Vagabond proposes to hear Professor Artz discuss the last years of the heyday of German Imperialism this morning.
