To the Editor of the CRIMSON:
I have your letter asking my opinion regarding the Harvard Debating Council Plan for the Enforcement of the Eighteenth Amendment. With much of it I find myself in accord, but I should be in grave fear lest section 4 lead to gross abuses. A "federal educational" bureau would become simply the organ of a prohibition party, and this clause might lead to the establishment of an endowed newspaper or some other experiment of more than dubious value.
As I see the prohibition question, the gist of the matter is contained in clause 5. I believe that temperance can best be secured through the incidence of taxation. If liquors were very expensive and light wines very cheap, we should witness an extraordinary change in the habits of the population. Ellery Sedgwick.
Editor, The Atlantic Monthly.
(Editor's Note: Section 4 of the Debating Council Plan states: "There shall be federal education to foster and encourage temperance and abstinence."
Section 5 states: "A federal tax shall be placed on some beverages to provide funds to effect item 3 (Federal enforcement) and item 4.")
