Thomas Arnold "McGovern '29, of Schenectady, New York was elected Rhodes Scholar-at-large from the United States at a meeting of a special committee of selection in New York City on Thursday, according to an announcement made last night by Frank Aydelotte '03, president of Swarthmore College at Swarthmore, Pennsylvania.
Scholarships-at-large are awarded by the Rhodes Trustees to the United States when, for any reason, there is a vacancy in the total number of Rhodes Scholars at Oxford University. State committees of sections which, have candidates of high distinction have the privilege of recommending one such candidate each for consideration as Scholars-at-large.
McGovern, who is concentrating in the study of Government, won the Baldwin Prize for the best thesis on the subject of municipal government last year. He is the holder of the Charles Joseph. Bonaparte Scholarship given to the Senior in Harvard having the highest academic standing in the Department of Government. He was elected to the Harvard chapter of Phi Beta Kappa in the fall elections this year. In the spring of 1928 McGovern won the Harvard division of the New York Times Current. Events Contest.
When questioned by a CRIMSON reporter last night, McGovern stated that he had not decided upon his exact curriculum at Oxford but that he would probably study political science and law. He announced his intention of entering public life when his course was completed.
The committee of selection which chose McGovern as Scholar-at-large was presided over by Dr. A. D. Lindsay, Master of Balliol College, who is at present giving the Cooper Foundation Lectures at Swarthmore College and who will deliver the Godkin Lectures at Harvard on February 5 and 7. The other members of the committee, all former Rhodes Scholars, were H. A. Moe of New York, Scholar-at-large from Minnesota in 1919. Professor R. M. Scoon, of Princeton, 1907 Rhodes Scholar from New York, George Hurley '11, of Providence. 1907 Rhodes Scholar from Rhode Island, and A. C. Valentine, of Swarthmore, 1920 Rhodes Scholar from Pennsylvania.
McGovern was recommended to this committee by the Massachusetts Committee on the selection of Rhodes Scholars, of which Professor W. C. Greene, '11, professor of Classics at the University, is chairman.
