MacNeil, Landis, and Higgins to Take Up Duties Next Fall

Two American lawyers, and an English barrister will give courses at the Law School next year according to an announcement made yesterday by Dean Roscoe Pound, Dean of the School. The Americans are Professor Sayre Macneil, and Assistant Professor James McCauley Landis, while the visitor from England is Professor Alexander Pearce Higgins.

Professor Macneil, a graduate of the University of California in the Class of 1908, received his degree from the Harvard Law School in 1911. His record while in the School was one of marked excellence. In his final year he was President of the Law Review, and led his class at graduation.

Chafee Gets Sabbatical

Since then he has made a reputation in practice in Los Angeles. Professor Macneil comes to the Law School to take charge of the courses in Equity for Professor Zachariah Chafee who is going to be away on sabbatical, leave next year.

Assistant Professor Landis is another Law School man and got his degree of L.L.B. in 1924, and his S.J.D. last spring.

After graduating from Princeton with a very high standing, he came to the Law School where he, like Professor Macneil, led his class, and was for two years outstanding on the board of the Law Review.

Led Class in Law School

Taking his doctor's degree with great distinction, he attained by far the highest rank in his class. Since leaving the Law School, he has been in Washington where he has acted as secretary to Mr. Justice Brandeis of the United States Supreme Court. Assistant Professor Landis will teach a section in first year Contracts and conduct a course in second year Contracts.

Dean Pound, when asked whether it was usual to take such a young man on the staff of the Law School, replied, "But Dr. Landis is by no means a usual man. In fact, the Law School may consider itself most fortunate to obtain a man of his high ability."

Higgins to Replace Hudson

The English lawyer, Professor A. P. Higgins, will come to the Law School for the second half year and will take courses conducted during the past year by Professor Manley O. Hudson, who is also taking his sabbatical term next year. Professor Higgins is one of the most eminent of European students of international law, having been made Whewell Professor of International Law a few years ago.

Was Advisor to Admirality

During the war, Professor Higgins, who is, in addition, an honorary Fellow of Downing College, Cambridge, was advisor in International Law and Prize Law in the departments of the British Procurator General and Treasury Solicitor. During the Peace Conference of 1919-20, he was advisor on International Law to the English Admirality.

The British lawyer is not, however, prominent in Political affairs. From 1919 to 1923 he was a professor in the University of London. He is in addition a corresponding member of I'Institut de Droit compare, and a member of I'Institut de Droit International.

Professor Higgins has been prolific as a writer, having published many books on International Law and contributed articles to the Quarterly Review and the Judicial Review, as well as being editor of the English Year-Book of International Law.
